BUFFALO, N.Y. (WKBW) — A number of Western New York health care employees reached out to 7 News about the state bonus they thought was coming to them, but still haven’t received. “Filled out all the paperwork, and everything for it they said everything was ‘ok,'” said Ennis Smith, a certified nursing assistant at The Grand Rehabilitation and Nursing Home at Delaware Park.

In August Governor Kathy Hochul announced that $1.3 billion dollars will fund the Health Care and Mental Hygiene Worker Bonus Program. The state would distribute the funds to health care employers, and the employers distribute the a specific bonus amount to eligible employees within 30 days.

STATEN ISLAND, N.Y. – The New York State Department of Health’s Health Care and Mental Hygiene Worker Bonus (HWB) program is well underway with its second round of payments to eligible healthcare workers expected to arrive any day now. The state launched the HWB program in August 2022 as a thank you to frontline health care workers for their tireless work during the pandemic and as an ” investment in health care,” Bonuses for employees are being determined by specific “vesting periods,” or hours worked during a consecutive six-month period between Oct.1, 2021, through March 31, 2024.

Employers eligible for HWB program funding include providers participating in Medicaid with at least one employee, and other providers, facilities, pharmacies and school-based health centers licensed under the state Public Health Law, Mental Hygiene Law, and Education Law, as well as certain programs funded by the Office of Mental Health, Office for the Aging, Office of Addiction Services and Supports, the Office for People With Developmental Disabilities, and the Office of Children and Family Services.

At least 20 hours, but no more than 30 hours per week are eligible for a bonus of $500. At least 30 hours, but no more than 35 hours per week are eligible for a bonus of $1,000. At least 35 hours per week are eligible for a bonus of $1,500.

Eligible employees can receive up to $3,000 total over two vesting periods. Employees are ineligible if they have ever been suspended or excluded from the Medicaid program. Employers must enroll qualified employees in the HWB program, by creating an account in the online portal, and award the funds no later than 30 days after a worker’s eligibility for a bonus has vested.

What is the work bonus tax rate in NYS?

Calculating taxes in New York is a little trickier than in other states. The state as a whole has a progressive income tax that ranges from 4. % to 10.9%, depending on an employee’s income level. There is also a supplemental withholding rate of 11.70% for bonuses and commissions.

DiNapoli projects the 2022 bonuses in New York City’s securities industry will generate $457 million less in state income tax revenue and $208 million less for the city when compared to the previous year.

However, the state and city anticipated these significant declines, minimizing a fiscal shock to their budgets in the short-term. The Governor’s proposed budget assumed bonuses in the broader finance and insurance sector would decrease by 25.2% in SFY 2022-23, while the CFY 2023 financial plan assumed a decrease of 35.6% for the securities industry.

The securities industry also has a significant impact on the city’s employment and overall economy. In 2022, the sector employed about 190,800 people, the highest level in more than two decades. DiNapoli estimates that 1 in 11 jobs in the city is either directly or indirectly associated with the securities industry.

While the city remains the capital of the U.S. securities industry, its share of jobs has been declining over time as large firms have left the city. Sector employment in 2022 was 5.1% lower than in 2000, which represented the peak for securities employment in the city.

More securities employees are back in the office, which contributes to increased spending in the city and subway ridership. Financial services firms reported 59% of employees were in the office on a given day in January 2023, compared to 52% for all firms in the city, according to the Partnership for New York City’s survey.

Additionally, 43% of securities employees ride the subway, a higher rate than the citywide average for workers. DiNapoli estimates Wall Street was responsible for 16% of all economic activity in the city in 2021, and thus the financial sector’s ability to generate revenue and turn profit is critically important to New York.
